■ 26/04/06 - City of Villains So just what is City of Villains anyway? Is it a brand new game? Is it an expansion pack? Floor wax? Dessert topping? Relax kids. City of Villains is all those things. Although for our money, the game is much, much better when viewed simply as an expansion pack to City of Heroes.
